NARCOTICS
Narcotics Section is one of the important departments in the State Forensic Science Laboratory, Kolkata, West Bengal established in April, 2018. At present, the work in the Narcotics Section involves physical, chemical and instrumental analyses for qualitative detection or identification of Cannabis and Codeine which fall under NDPS Act, 1985 using the existing facilities in our Laboratory. The full-fledged examinations of all kinds of substances under NDPS Act will be started after installation of newly purchased instruments followed by their standardization and method development in Narcotics Section.
- Forwarding Letter (WB form No. 5203) to be signed by respective investigating officer along with the authorization of Ld. Magistrate/Deputy Commissioner of Police.
- Nature of Examination required should be mentioned clearly in the forwarding letter.
- Exhibit Challan with signature of respective investigating officer along with the authorization of Ld. Magistrate/Deputy Commissioner of Police should be attached.
- Description of exhibit(s) should be mentioned on the parcel with signature of respective investigating officer along with the authorization of Ld. Magistrate/Deputy Commissioner of Police.
- Exhibit(s) label should be exactly same in all documents (WB form No. 5203, Query, Exhibit Challan, Exhibit description etc.).
- All the forwarded exhibits should be packed properly, labeled and sealed with gala seal. The specimen of the gala seal should be affixed in the forwarding memo & Exhibit Challan.
- Description, labeling and weight of exhibits should match in all the documents. Any discrepancy may lead to rejection of the case.
- Weight of the solid sample (without any cover)/ volume of the liquid sample to be mentioned clearly wherever it is required.
- Attach the duplicate copy of FIR, Seizure list and Brief Case History.
- All attached photo copies of testimonials/documents should be signed as “certified to be true copy” by investigating officer.
- Do not use coin for sealing.
- Case submitted without signature of investigating officer or authorization of Ld. Magistrate/ Deputy Commissioner of Police (wherever necessary) or incomplete information /documents will not be accepted.
Guidelines for Exhibit(s) & Report collection
- “Report along with Exhibits” should be clearly mentioned in the requisition letter.
- The requisition letter is to be authorized by Ld. Magistrate/DCP.
- It is mandatory for messenger to bring his/her original Identity Card and CC (mentioning case details, messenger details etc.) for report and exhibit(s) collection.
